Conducts and compiles professional background investigations for candidates under consideration for hire within the Department of Public Safety. Conducts criminal background investigations of department applicants to determine suitability of employment in compliance with OAR 259-008-0015. The incumbent investigates the background of job applicants including criminal record checks, interviewing candidates, researching information and preparing written recommendations based on findings.
Function/Duties of Position:
- Conducts thorough and complete investigations according to department policies, applicable laws and procedural requirements; reviews applications/ personal history statements and other documents for completeness and directs applicants to provide additional information if needed; obtains proper information release documents.
- Contacts and conducts investigative interviews of applicants, applicant personal references and applicant employment references; develops and pursues lines of inquiry.
- Gathers, verifies and analyzes personal, professional, credit/financial, and educational documents; contacts other agencies, governments, and professional organizations to obtain and verify information.
- Researches, obtains, and reviews data from various databases and information systems to verify information and/or check for inconsistencies related to applicant information.
- Consults regularly with management to keep department informed of investigation status changes, delays, concerns or disqualifications.
- Prepares letters, reports and written summary of findings; analyzes investigation results and draws logical and objective conclusions.
Required Qualifications:
- High School graduation or equivalent.
- Four years conducting background investigations as a full-time police officer or performing employment applicant investigative work in a government or investigative agency.
- Knowledge of:
- principles and practices of investigation and research, including interviewing, conflict management and negotiation;
- electronic information systems to access data;
- principles of record keeping and report writing;
- Statistical analysis and data collection;
- computer and office automation technology and software programs;
- relevant federal, state and local laws, codes, and ordinances related to the legal requirements of background investigations and hiring practices.
- Ability to:
- utilize appropriate investigative techniques to capture an accurate image of the candidate's background;
- conduct interviews in a manner that places people at ease and encourages cooperation;
- communicate tactfully, persuasively, and effectively;
- observe body language when looking for signs of truthfulness and credibility;
- demonstrate effective interpersonal skills required to discuss matters which are of a sensitive and sometimes of an inflammatory nature;
- demonstrate cultural sensitivity through tact and courtesy when dealing with individuals from various social, cultural, racial, and economical backgrounds;
- manage time, balance workload and handle several cases concurrently;
- compare and interpret information, examine discrepancies, and draw logical conclusions;
- prepare detailed and complete interview statements, write concise reports and summarize findings/ recommendations.
- Possession of a valid Oregon driver’s license.

Preferred Qualifications:
- Bachelor's Degree in Criminal Justice or closely related field.
- DPSST certification.
Additional Details:
Pay Range: Commensurate with qualifications, experience and internal equity
- Position includes frequent hearing of normal speech, talking in person and on the telephone; public contact; working during daytime, evening and weekend; repetitive motion; eye/hand coordination, sitting, standing, and walking.
- The incumbent may sit for extended periods of time with the ability to change positions at will; frequently lift up to 5 pounds; use a personal computer to compile reports and correspondence; travel to interview sources and verify information.
