Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.  This position currently requires two days a week in office.

The Water Board’s Division of Administrative Services has two openings for an Associate Personnel Analyst (APA). We are seeking highly motivated, enthusiastic, customer service and detail-oriented individuals to join our human resources team.

Under the direction of the Staff Services Manager I (Supervisory), the APA is responsible for performing a variety of complex analytical duties related to Classification and Pay and Selections and providing consultative services to assigned Water Boards programs. The APA promotes and is accountable for customer satisfaction and quality service and provides recommendations and changes that promote innovative solutions to meet customer needs, in accordance with applicable laws, rules, regulations, California Department of Human Resources (CalHR), State Personnel Board (SPB) and Water Boards policies and procedures.

Will also consider Staff Services Analyst (SSA) .

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial 12 point font , and normal margins.

The SOQ items must be numbered and addressed in the same order as listed. SOQ responses must include detailed and concise information specifically addressing how the candidate's knowledge, training, and experience relate to each of the Desirable Qualifications items listed above. Submitting an SOQ that does not directly answer the questions listed below will result in the application being rejected and the applicant will no longer be considered for this recruitment.
