Position Description

Harris County Public Library (HCPL) - History What began in 1921 and the years following as a collection of small libraries housed in stores, post offices and private homes has grown into a system of 26 branch buildings, 2 technology service centers, and 2 partner locations offering collection/circulation services. HCPL operates branches in unincorporated parts of Harris County and cities which do not have their own library systems.

Librarian I - Mobile Outreach (Administrative Office) Overview:

This position is responsible for developing, leading, implementing, and evaluating community programs and events catering to all age groups. Programming and outreach activities occur both virtually and in person throughout Harris County communities. The position is vital to the Harris County Public Library (HCPL) Program, Partnerships, and Outreach Division team.


Duties & Responsibilities:
  • Plan, coordinate, and promote all age services and programs events catering to all age groups, including summer reading and other special events
  • Identify information needs in the community and plan and provide services to meet these needs
  • Provides remote library services to community center outreach locations, including holds pick up, browsing collections, basic reference, and computer assistance
  • Perform public relations activities, giving presentations and presenting in front of the camera, creating virtual and in-person programming for all ages
  • Responsible for editing existing video and photo assets
  • Responsible for marketing (including via social media)
  • Responsible for collecting new content assets or photographing an event to complete content
  • Curates and maintains collections and displays for partner facilities and provides circulation assistance
  • Maintains cooperative relationships with local schools, partner organizations, and community groups
  • Evaluate existing programs and recommend modifications to improve procedures and implement knowledge of current trends in all age services and programs
  • Provides reader's advisory and reference services
  • Attend staff meetings, activities, and professional conferences and actively serve on committees
  • Other duties as assigned

Requirements

Education & Experience:
  • Master Degree in Library Science from an ALA-accredited university
    • Consideration will be given to individuals currently pursuing a master’s degree in Library Science and will be completing the degree within the next four (4) months
    • Proof of completion of the degree will be required for permanent status in the position
  • One (1) year of full-time customer service experience showing empathy, good communication, and problem-solving
  • One (1) year of full-time experience designing, planning, and making educational activities for any age group in a learning or leadership environment
OR
  • Bachelor's degree in any field from an accredited college or university
  • Two (2) years of full-time customer service experience showing empathy, good communication, and problem-solving
  • Two (2) years of full-time experience designing, planning, and making educational activities for any age group in a learning or leadership environment
OR
  • Associates degree in any field or 60 hours of secondary education credits from an accredited college or university
  • Four (4) years of full-time customer service experience showing empathy, good communication, and problem-solving
  • Four (4) years of full-time experience designing, planning, and making educational activities for any age group in a learning or leadership environment
OR
  • High school diploma or G.E.D. equivalent
  • Six (6) years of full-time customer service experience showing empathy, good communication, and problem-solving
  • Six (6) years of full-time experience designing, planning, and making educational activities for any age group in a learning or leadership environment
Additional Requirements:
  • Unofficial copies of transcripts are required along with the application.
Knowledge, Skills & Abilities:
  • Principles and practices of professional library work, including modern library methods, practices, techniques, and terminology.
  • Books, reference materials, journals, and documents, and their appropriateness in serving the needs for recreational reading and research.
  • Computer-based information products.
  • Theory and philosophy of librarianship.
  • Ability to maintain statistical records and prepare clear reports from them.
  • Comfortable with teaching themselves technology software and hardware; self-learner
  • Ability to work independently with limited supervision, as well as collaboratively with a team
  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
  • Proficient with social media (Facebook, Twitter, Instagram, etc.)
  • Proficient with the Internet and Office 365
  • Excellent communication skills (verbal and written)
  • Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment
  • Ability to work well with public and staff members
  • Ability to exercise initiative and act with discretion

  • This job typically operates in a professional office environment with overhead lighting and long periods of screen time.
  • Daily use of a computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell).
  • Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel, and GPS.
  • At times, work may be performed in an outdoor environment and may have possible exposure to inclement weather or various temperature changes.
  • Driving: Available and reliable transportation for work-related duties.
  • Sitting for long periods; light physical activity that may include walking, standing, stooping, bending, reaching, lifting, and carrying.
  • Ability to lift, carry, and exert up to 25 pounds. Occasionally lifts, carries, and exerts up to 40 pounds.
