This position will lead the Governmental Partner Unit is part of the MNIT Enterprise Security Office (ESO) within MNIT Services. The position is responsible for providing overall guidance/coordination of grants including sub granting processes for the State of Minnesota’s various federal grant programs related to cybersecurity, state match portions, collaboration with the statewide Cyber Task Force, Governmental Partners and eligible entities, state and federal grant coordinators, and managing staff. In this role you will provide leadership in the planning, coordination and implementation of grants preparation processes; managing the sub-granting processes; drafting and monitoring grants budgets; managing grants contracts/agreements; tracking results, analyzing financial data per grant; and ensuring prompt reporting and compliance to grant conditions.

The position will actively participate in the strategic response to, and management of security incidents encountered by eligible entities who are participating in the grants programs and receiving grant funds through services. The position also consults and advises partners and peers in other government agencies at the State, county, and city levels.

This position is currently eligible for full-time telework:

  • Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
  • Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.


Minimum Qualifications

Candidates must clearly demonstrate all of the following qualifications in their resume:

Position requires a minimum of five (5) years of of progressive information security experience.

Experience must include:

  • Two (2) years of supervisory experience.
  • Ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards.
  • Ability to manage a budget to cover operational, staffing, and capitol expenses, to manage and ensure appropriate use of grant funding.
  • Experience with cybersecurity and privacy principles, well as knowledge used to manage and mitigate risks that may result in operational impacts.
  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
  • Customer service skills that include active listening, empathy, and problem-solving.


Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.

Preferred Qualifications

  • Bachelor's degree or higher in Computer Science, Information Technology or related field.
  • Information security certifications (ex: CISSP, CISM, GIAC).
  • Knowledge of information security industry accepted frameworks and related State and Federal regulations.
  • Ability to provide analytical skills to diverse problems and projects to provide effective assessment and solution generation.
  • Ability to represent the security program leadership, strategies, direction and decisions in a professional and positive manner to all internal and external audiences.
  • Strong verbal and written communication skills, especially with senior executives.
