JOB DEFINITION: Under limited supervision, supervises law enforcement activities of subordinate sworn Police Department personnel and Code Enforcement/Animal Control and performs full range of police duties as necessary. The primary role of the Police Lieutenant is to supervise and direct subordinates. Position reports to Police Commander.


ESSENTIAL FUNCTIONS: The following duties are not intended to serve as a comprehensive list of all duties performed by position. Shown are duties intended to provide a representative summary of the major duties and responsibilities. Position will be required to perform additional duties as assigned.

Duties and Responsibilities:

Provides direct supervision of sergeants, corporals and police officers and code enforcement/animal control officers. Responds to calls for service in a supervisory capacity. May occasionally need to perform duties such as intervening in disputes, investigating cases, writing reports, issuing citations, and making arrests. Supervises and directs the activities of assigned staff; makes recommendations regarding hiring, discipline, termination or advancement. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees; writes and conducts annual evaluations. Reviews and approves overtime and time sheets.


Reviews and approves reports and other paperwork prepared by subordinates, such as incident reports, summonses, search and arrest warrants. Provides briefings to staff on regular basis to share information on current issues. Testifies in court as required. Attends citizen meetings when necessary to represent the Federal Heights Police Department.


Responds to citizen complaints or inquiries concerning Police Department operations; prepares documentation of activities performed. May develop and instruct training classes. May assist with developing or monitoring budgets or other special projects as assigned. May oversee or direct support staff at times.

  • Knowledge of applicable City, County, State and Federal statutes, regulations, ordinances and codes.
  • Skill and proficiency in use of firearms and weapons.
  • Ability to diffuse hostile situations effectively.
  • Ability to read and interpret various codes, rules, regulations and laws.
  • Ability to read, comprehend and apply departmental policies and procedures to police duties.
  • Ability to work independently and exercise good judgment and decision-making.
  • Knowledge of the policies, procedures and goals of the Federal Heights Police Department.
  • Knowledge and understanding of the principles and practices of law enforcement.
  • Knowledge of and ability to apply appropriate self-defense techniques.
  • Skill in the safe and proper use of firearms in the course of work.
  • Skilled in the safe operation of assigned police vehicles.
  • Skill in the use and operation of assigned equipment, including but not limited to radio communications, radar, cameras.
  • Ability to communicate effectively orally and in writing.
  • Ability to physically protect oneself and others in threatening situations, and the ability to subdue and control individuals as required.

Minimum Requirements:

  • Three (3) years’ experience as a law enforcement officer assigned to a patrol function.
  • High school graduation or equivalent Must be twenty-one (21) years of age or older.
  • Colorado P.O.S.T. certification as a Level 1 Peace Officer is required at the time of hire.
  • Valid Colorado Driver License and good driving record or the ability to obtain upon hire is required; must have had a Driver License for at least two (2) years.
  • Associate degree in Law Enforcement, Criminal Justice or related field is required.
  • The ability to type 25 words per minute accurately is required.
  • Must have the ability to pass all phases of the selection process for sworn officer.
  • The ability to successfully complete a background check including but not limited to: criminal history search, drug screen, motor vehicle record (MVR) check, polygraph or CVSA, psychological and physical examination is required.

ADDITIONAL REQUIREMENTS:

  • No felony convictions.

WORKING ENVIRONMENTS/PHYSICAL REQUIREMENTS:

Physical activities include frequent sitting, standing, walking, occasional running, kneeling, crouching/stooping/squatting, crawling, twisting upper body, climbing, lifting up to 80 pounds, agility, dragging or carrying up to 160 pounds, coordination, hearing, speaking, vision and manual dexterity. Work environment including working outdoors in cold and heat, noise, electrical hazards, chemicals, hazardous materials, explosive materials, weaponry, and mechanical hazards. Police personnel are exposed to various life-threatening hazards. Daily driving is required.


Disqualifiers:

The following is not an all inclusive list that may disqualify you from being a Federal Heights Police Lieutenant. Other standards may make you subject to disqualification.

  • Conviction of a felony
  • Conviction of any crime involving domestic violence
  • Conviction of any alcohol, controlled substances, drugs or other illegal substance related driving offense within the past 5 years
  • Arrest, conviction of, or deferred prosecution or deferred judgments for reckless driving within 5 years
  • Release or discharge from the Armed Forces of the United States under dishonorable conditions
  • Any history of Brady violations
  • No use of any illegal drug, on or off duty, while employed as a peace officer

Benefits:

The City of Federal Heights provides the following benefits to employees: 11 holidays, vacation accruals for full-time employees are based on years of service from 6.67-13.33 hours per month. Full-time firefighters accrue vacation based on years of service from 12-18 hours per month. Full-time employees accrue sick leave at the rate of 8 hours per month of service to a maximum of 960 hours. Part-time employees accrue sick leave at a rate of 1 hour per 30 hours worked. Regular full-time employees, except for police officers and firefighters, are required to participate in the City’s 401(a) retirement plan. A voluntary 457 plan is also available to all regular employees. Police Officers and firefighters participate in a State-approved retirement plan, FPPA. The City of Federal Heights offers both short-term disability and long-term disability to its regular and part-time employees. Police officers and firefighters are eligible for long-term disability benefits in accordance with the terms and conditions set forth by the State of Colorado’s Fire and Police Pension Association (FPPA). The City of Federal Heights offers life insurance benefits to all full- and part-time employees. Part-time employees must work a minimum of 30 hours per week to be eligible for life insurance benefits. The City also offers a voluntary life insurance plan for employees to purchase additional life insurance. Regular and part-time employees are eligible for City of Federal Heights benefits the first of the month after their hire date. Part-time employees must work at least 30 hours per week to be eligible for pro-rated benefits. Medical benefits are offered through Colorado Employers Benefit Trust (CEBT), which is self-funded multiple employer trust that currently provides employee benefits for over 300 public entities, school districts, and colleges. The City of Federal Heights offers the choice of three medical plans through CEBT. Employees can choose from an EPO, PPO, or Kaiser HMO plan. Vision insurance is provided through VSP, and dental benefits are offered through Delta Dental.
