The primary duties of this position are located within 30 miles of the state border; therefore, this position is exempt from the residency requirements. Applications will be considered from residents and non-residents of Colorado.

About the Division of Youth Services:
The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates fifteen secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State.

Description of Job

This work unit exists to provide academic, vocational, and other education-related services to youth in institutional facilities, to provide professional consultation to community programs that serve DYS youth, and to establish and maintain collaboration with other state and community agencies that provide or monitor education services.


This position exists to provide classroom instruction in Social Studies, careers, and other content as determined by principal and/or business needs. This position will teach secondary and post-secondary youth. This position is also responsible for including Social Emotional Learning topics for committed youth in a safe and trauma-informed environment. A valid and current Colorado Department of Education license is required for this position. The teacher takes responsibility for knowledge of current state standards in the area of Social Studies, careers, and the assigned content areas as required. This includes best practices and research in teaching and learning. This position will support the students, teachers, and school administration to ensure all education requirements, supports, and services are implemented at Grand Mesa Youth Services Center.


Primary Job Duties:


Classroom Teacher .
  • Establishes and maintains an appropriate classroom setting through the use of effective classroom management skills and engagement strategies specific to student needs to include progressive discipline, progressive skills, and interventions for behavior and academics.
  • Assesses new and continuing students using multiple assessment methods and collects multiple pieces of evidence of learning that include progress monitoring and standards-based education with appropriate rigor and to reflect reading and writing tasks.
  • Prepares daily and unit lesson plans that are aligned with state standards, DYS power standards, and the critical skills needed and/or the CCSS content standards. Must document and submit digitally.
  • Implements a variety of research-based education strategies (including technology) to accommodate multi-age/multi-level students including project-based learning and skills-orientated focus.
  • Ensures that the DYS instructional framework is followed with daily learning objectives and relevant learning that is scaffolded to meet the needs of all youth. This includes implementing interventions, IEP accommodations and modifications, IGCP goals, and behavioral plans with fidelity.
  • Must utilize a curriculum that is personally designed or prescribed.
  • Ensures educational records are in IC and/or Trails while meeting deadlines to include daily attendance and weekly grades based on academics.
  • Selects behavior and classroom management techniques to apply within the framework of DYS. Ensuring effective accommodations are followed for special education students while also communicating growth and data needed for progress monitoring.
  • Uses these skills for subbing in other classrooms as required; ensure that if a substitute is needed for the classroom, robust lessons are left and timely.
Meetings, Professional Development, and Progress Monitoring .
  • Meets informally and in scheduled meetings with the Central Education Office members, principal, treatment providers, and other teachers to review student and school progress; this may include MDT meetings, IEP meetings, or BID meetings as determined by leadership.
  • Develop comprehensive plans for implementation of the subject matter and student goals in alignment with school development plans, expressed processes and expectations, and DYS quality standards.
  • Participate in professional and staff safety development and apply learning accordingly. Assure appropriate boundaries and effective presentation in the classroom and workplace while monitoring professionalism.
  • Use data effectively and with MTSS processes, progress monitoring, educational advocacy, and multidisciplinary team meetings (MDT).
  • Monthly reviews of progress/classroom to principal to include grades, progress, and content.
Supportive to Culture and Safety of Facility.
  • Assist in the safety and security of the school and facility by supervising residents as needed and providing immediate assistance as necessary within the facility.
  • Consistently knowing and following policy and procedures of the Division of Youth Services and the facility to include safety procedures for classrooms and youth.
  • Adhere to the trauma-informed culture and expectations. Know and use Motivational Interviewing, Sanctuary Model to include small group processes and Restorative Justice language and frameworks; documentation of processes as required.
  • Adhere to the Code of Conduct and perform duties with professionalism and within expectations. Follow leave procedures.

And Other Duties as Assigned. Performs other school related assignments as necessary such as, but not limited to, student staffings, entering data into Student Information System and substituting for teachers who are absent as needed.

MINIMUM QUALIFICATIONS:

  • Education:
    • Bachelor's degree from an accredited institution in education or a field of study related to the work assignment
  • AND

    License Requirement:
    • Current, valid Initial or Professional Teacher license issued by the Colorado Department of Education.
  • Substitutions:
    The following will substitute for the Colorado Initial or Professional Teacher license:
    • Current, valid Interim Teacher license, or Temporary Educator Eligibility Authorization.
    • Current, valid Colorado Adult Basic Education Authorization, Initial Special Services, or Special Services license.
    • Other license, credential, or endorsement issued by the Colorado Department of Education.
Preferred Candidates will possess the following qualifications:
  • Dual endorsements or documentation of ability to be Highly Qualified in multiple content areas.
  • Experience working with at-risk or adjudicated youth.
  • Experience with differentiated instruction; developing lessons/curriculum and providing differentiated instruction.
  • Proficient use of assessment data to inform instructional practice.
  • Relevant years of state service.
  • A CDE endorsement in Social Studies.
