Job Description and Duties

Senior Transportation Engineer's duties require detailed knowledge of Project Management, Construction Management, project and support cost estimating, risk management, delivery scheduling, and conflict resolution. Responsibilities include coordination with District Project Managers and Functional Units to identify and negotiate project workload and schedules, to monitor and communicate the status of delivery, to facilitate resolution of project issues and develop recommendations for action, and to identify methods for enhancing communication.

Incumbent will identify resources needed from Functional Units to establish baseline workplans with the Project Manager to document Construction deliverables, services, and assumptions. Estimates resource needs using work estimating norms, tools and/or hours provided by Functional units from project inception to completion.

Working Conditions

Position located at 100 S. Main Street, Los Angeles, Los Angeles County.

This position requires the incumbent to work both indoors and outdoors. Incumbent will work in a climate-controlled office under artificial lighting, offices may be fixed buildings or trailers. Field review locations may be in the metropolitan area or at remote sites in the vicinity of ongoing construction projects and on and off-highway vehicular traffic. Outside activity includes exposure to sunlight, moving traffic, loud noise, weather conditions of extreme heat and/or cold, dust, and working on uneven terrain adjacent to heavy equipment while on foot and in vehicle. May come in contact with hazardous materials, pesticides, chemicals (i.e., paints, cleaners, solvents, etc.). Requires some work at night. Night work requires ability to work with artificial lighting. Hard hat and safety vest or approved safety shirt, acceptable footwear, and other appropriate personal protective equipment must be worn/utilized at all times in the field without exception.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

  • Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

  • Valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers.
  • Statement of Qualifications (SOQ) is required. Failure to submit a Statement of Qualifications will disqualify candidates from the hiring process.

2) Provide specific experience of effective negotiating skills with internal Caltrans staff.

3) Provide specific experience in planning and managing of project budget and resources, involvement in the development of support resource estimating, monitoring and managing of staff to stay within resource allocation.
